Domestic Representative Assignments
The following small sample of recent P:N projects highlights the diversity
of our experience and expertise. Projects have been selected so as
to provide a wide range of activities, sectors and regions of the
world as well as examples of both recent and historical projects.
Organizational Capacity Building
Introduction of Results Based Management (RBM) System, Prairie Region
Canada (ongoing)
For the past three years P:N has been on contract to CIDA's NGO Project
Facility to provide RBM training and coaching support to Prairie-based
NGOs. Since the beginning of the contract, several workshops have
been held with CIDA-funded, Prairie-based NGOs. This typically involves:
reviewing draft proposals and advising, training/briefing NGO personnel
on RBM, and providing coaching support as the NGOs apply knowledge of
RBM to proposals and subsequent reports. Assignments vary on a case-by-case
basis, but are always participatory in nature and attempt to reflect
the ideas of the key stakeholders of the project.
Outcome Measurement Training; Ontario Council for Agencies Serving
Immigrants and the Department of Canadian Heritage; Ontario
In this contract, P:N undertook the following: researched the current
outcome funding requirements of relevant federal, provincial and community
foundation funding bodies; designed a training methodology; delivered
five two-day workshops in different regions of the Province for between
ten to fifteen agencies at a time (20 - 25 participants); created a
handbook to assist community agencies prepare outcomes-based proposals,
collected relevant information to use to make management decisions
and to report to funders.
Performance Framework Design; Alberta District, Department of Canadian
Heritage
P:N was contracted by the Alberta District office to provide outcome measurement training
to Program staff and then to assist three program areas (Multiculturalism, Official Languages and Aboriginal)
to develop performance frameworks that tie district level priorities and national strategic objectives,
guide the allocation of resources to projects and facilitate performance reporting. P:N drafted and edited
the District's first results based business plan.
Institutional Assessment
Evaluation of Four Job Finding Clubs; Canada Employment Centres (CEC)
Canada Employment Centres contracted PLAN:NET to evaluate the impact
of four CEC funded Job Finding Clubs in Calgary. The objectives of
the evaluation were: 1) to evaluate the efficiency, effectiveness
and impact of the clubs, both generally and comparatively 2) to develop
a profile of JFC users/clients and 3) to suggest ways that they might
improve the evaluation component within CEC-funded programs. CEC staff
participated in an evaluation process review workshop as a way of
building capacity to carry out monitoring and evaluation exercises
themselves.
Evaluation of UNICEF - Canada
P:N was contracted by CIDA to conduct an end-of-term evaluation of
UNICEF Canada's International Program. The purpose of the evaluation
was to review program performance and help inform any future agreements
between CIDA and UNICEF Canada. P:N facilitated a workshop with management
and staff using a combination of appreciative inquiry and strategic
planning approaches. Semi-structured interviews were conducted with
stakeholders throughout Canada and with various UNICEF offices. The
evaluation resulted in a preliminary "road map" for a future relationship
between UNICEF-Canada, UNICEF and CIDA.
Mid-Term Evaluation of the "Building Community Assets" Youth
Initiative for North of McKnight Community Resource Centre
PLAN:NET consultants undertook a mid-term evaluation that contributed
to participatory learning and future planning and decision-making.
Using participatory evaluation techniques and appreciative inquiry
methodologies, the team engaged key stakeholders, including youth,
parents, service providers, faith and cultural communities and local
businesses, in examining the rationale and relevance of the project,
the achievement of results, and sustainability of youth programming.
The consultants also worked with the project team to refine the project
Outcome Measurement framework and indicators.
Needs Assessment/Situation Analysis
Kurdish Community Situational Analysis
The Calgary Mennonite Centre for Newcomers and Kurdish Community Steering
Committee contracted P:N to assess the settlement experience of Kurdish
newcomers to Calgary. The final report presented a socio-economic
and demographic profile of the community, highlighted the most pressing
issues faced by Kurdish families and set out an agenda for community
action. The report is being used by the Kurdish Community to plan
self-help initiatives and to engage service providers in programs
of support.
Research
World Summit on Sustainable Development - Country Position Research
P:N was contracted to prepare a report used by CIDA negotiators at PREPCOM III
leading up to the World Summit on Sustainable Development. P:N personnel
researched the positions of 12 key countries and 4 regional groupings on various
issues of importance to CIDA, as well as a study of the preparation activities
being undertaken by key countries and groupings leading up to the Summit.
The research provided Canada's negotiation team with information necessary to
represent Canada's interests effectively at the preparatory committee meetings.
