Planning
P:N's origins are in the provision of planning services: social, economic
and physical. Over the years, the firm has extended basic planning
services to include both management consulting and hands-on management
of project delivery.
In the past, P:N's services have covered a range of scales and activities
from project level planning through program and policy planning. Public,
private and NGO sector clients have been assisted in project identification,
feasibility analyses, design, appraisal and refinement. These services
have been applied at the national, urban, regional, rural and community
scales. More recently, P:N has concentrated on developing techniques
for community-based and participatory social and economic development
planning.
Examples below illustrate some of the specific planning and management
areas in which the Firm has been involved:
Project Design and Feasibility Analysis:
P:N has had principal roles in defining numerous sectorally specialized
and broadly integrated projects. A village water project in Southern
Ethiopia and a gender focused road maintenance project in Tanzania
are examples of more specialized projects; whereas rural/regional
projects in Indonesia and Nepal are examples of more integrated planning
projects.
Program Design and Management Advisory:
For various international agencies, the firm has provided both larger
program design services and management advisor services. The Regional
Aids Training Network for Southern, Central and Eastern Africa is
a prime example, and similar services have also been provided to two
universities, most recently for a broadly based program in Latin America.
Organizational Development Planning and Management:
Much of the Firm's experience in such areas as governance, institutional
and corporate organization, operational planning and management has
resulted from our institutional evaluation activities. We have worked
with several large organizations in the Caribbean, Europe, and NGO
consortia in South Asia and Eastern Europe evolving their corporate
structures, management and operations.
Community Planning:
The Firm has a fundamental commitment to community-based and participatory
planning. It has been involved in such work both at home and abroad
with communities in many countries including Thailand, the Philippines,
Malaysia, Indonesia, India, Nepal, Ethiopia, as well as with Kurdish
and other immigrant communities in Canada.
Policy Planning:
Senior P:N personnel have worked in long and short term advisory capacities
to central governments in Thailand, Indonesia and Tanzania in policy
planning for urban government and regional economic development, low
income shelter and urban services. At the large institutional level,
they have worked with a UN agency and the Lutheran World Services
on global performance review policy and operational planning policy.
Resettlement Planning:
Having recognized the developmental and environmental conflicts between
(often rural and poor rural) communities and larger scaled and especially
physical development projects, the Firm has been involved in helping
to plan policies, programs and specific projects to mitigate the negative
impacts on affected communities. Examples of major work in this area
have included a large hydro and flood control dam in China; a large
dam and irrigation scheme in Bolivia; and a major gas pipeline in Tanzania.
