Performance Management
Over the past few years, PLAN:NET consultants have built a reputation
in Performance Management Training and Coaching. These services have
been designed specifically in response to the call by funding agencies
for increased accountability and the development of results-focused
management systems, most commonly referred to as Results Based Management
(RBM) and Outcome Measurement (OM). For more information about these
systems, please view the paper by Philip Cox entitled: Implementing
Results-Based Planning and Management among Community Organizations.
PLAN:NET has assembled a group of knowledgeable and experienced consultants
in this area. The Performance Management
Training (PMTT) Team offers training and coaching packages customized
for the specific needs of each client organization. While some organizations
are looking for clarity on the language and concepts of performance
management, others engage the PMTT to coach them through the entire
process of integrating results-based management systems into their
planning, development of tools and methodology, and utilization of
the framework in on-going operations.
The following summarizes some of the services that the PMTT offers:
1) Training
- Introductory Training
In these 1-2 day workshops, organizations are led through a
process of reviewing their mandates, organizational strengths
and challenges, and the situations within their communities. The
PMTT then introduces the basic language and concepts of RBM and
relates it to the realities of the client organization. The
RBM Workshop Primer provides an in-depth description of the
workshop contents.
- Applied Framework Design
On the strength of the first workshop, consultants help participating
organizations create their performance management frameworks,
indicators and evaluation plans, and understand the range of options
available for gathering necessary information. Participants develop
their own framework and practice the application of this framework
in small groups, guided by exercises designed by our consultants
to rapidly build understanding and skill.
- Indicator Design and Tool Development
These 1-2 day workshops are designed to coach participants
through the task of picking the most relevant, cost-effective
performance indicators and then designing easy-to-use tools to
gather, analyze and report on results.
2) Coaching
- System Integration Coaching
Outside of the training setting, the PMTT offers follow-up
coaching in person or long distance via email or telephone. This
service supports project managers and work teams to fine-tune
their frameworks, indicators, and data collection tools and methods.
It provides opportunity for on-going organizational learning and
development of the management skills in the organization. Organizations
are better able to maximize the benefits of RBM and, in addition,
it is often helpful to get an outside opinion when deep in the
creative planning process! PLAN:NET consultants also monitor progress
as organizations implement their frameworks and work through the
evaluation of their programs.
3) Research/Planning
- Needs and Opportunities Assessments
An Environmental Scan is offered to organizations who are starting
out or who feel like they need a more in-depth exploration of:
- their current organizational context; or
- their own organization's mandate, strengths and challenges.
The ideas generated in this facilitated process provide valuable information
upon which to make recommendations for future directions. The process actively
engages participants in examining past successes and looking at how to build on
those, and promotes communications and awareness within the organization
about where it has come from and where it is going, as well as the strengths
of its personnel.
- Strategic Planning
P:N consultants periodically work with agency staff and volunteers to
revisit the mission of their organization and to examine how current activities
are contributing to this mission. The program's key issues with respect to strengths,
successes, and opportunities are identified. Areas where the qualities and conditions
which have enabled success in the past need to be applied to current challenges
are also identified. Once these program aspects have been realistically examined,
consultants facilitate a discussion to determine and prioritize those actions
that are necessary to take advantage of present opportunities and respond to
possible challenges.

4) Assessment and Design
This service combines several of the PMTT's Performance Management services. It begins with a Needs/Opportunities Assessment.
The findings from this assessment, combined with an organizational evaluation, lead into a strategic planning process.
The outputs from these activities are then used as the basis for the performance management training/coaching processes
described above. The outputs of the Assessment and Design work package are an Environmental Scan; a Strategic Plan
(including revised vision, mission, and goals); a Performance Framework; and a full set of data collection and analysis tools.
